Anudar Congress to choose an inclusive minister

31 June, Kathmandu. The main power partner, Congress, had at one time put forward the policy of inclusion of Kadamjam, meaning Karnali, Dalit, women, tribals and Madhesi.

Chairman Sher Bahadur Deuba himself advocated this idea in the past when he was in the Democratic Congress or when he joined the mainstream of the Congress. When Pradeep Giri put forward the idea of 'Kadamjam', Deuba gave it a shot.

Now, even with 10 ministers from the Congress in the government led by KP Oli, the policy of Kadamjam has not been properly followed.

On Monday, the Congress sent a list of ministerial candidates, according to which Prakashman Singh is in Urban Development, Ramesh Akhtar is Home Minister, Arju Deuba Rana is in Foreign Affairs, Ajay Chaurasia is in Law, Justice and Parliamentary Affairs, and Ain Bahadur Shahi is in the position of Forest and Environment Minister. Deepak Khadka, who became the energy minister, has become a minister from the establishment side with the force of leader Dr. Shashank Koirala.

Leader Dr. Shekhar Koirala and General Minister Gagan Thapa have become Ministers for Culture Tourism and Civil Aviation, Joint Ministers for Culture, Tourism and Civil Aviation, Pradeep Paudel for Health and Population and Ram Nath Adhikari for Agriculture.

Out of 9 ministers from Congress, five have become ministers for the first time. Joint Chief Minister Pandey, leaders Arju Rana, Pradeep Paudel, Ramnath Adhikari and Ain Bahadur Shahi have become ministers for the first time.

Congress has made maximum three ministers from Far West. Not even one person from Lumbini could become a minister from Congress. Writer, Arju and co-general minister Pandey became ministers from Far West. Deepak Khadka from Koshi, Ajay Chaurasia and Tejulal Chaudhary from Madhes, Prakashman Singh from Bagmati, Pradeep Paudel from Gandaki (elected from Kathmandu) and Ain Bahadur from Karnali became Shahi Ministers.

At that time, the Congress was criticized for not adopting inclusiveness while selecting ministers in the Prachanda-led government. Dissatisfaction was raised because Madheshi, Tharu, Dalits and Muslims could not be included in the Council of Ministers. This time too, Dalit and Muslim communities were denied to be ministers. Thus, Congress is repeatedly failing to implement its own policy.
Life is not assured

Joint Chief Minister Jeevan Pariyar, who was confident of becoming a minister from the Congress, was denied the opportunity this time as well. Being close to leader Shekhar and General Minister Thapa, he was in discussion within the group about making a minister in the newly formed government.

Even within the Congress, there is interest in how life has not been spared in the entire cabinet without Dalits. In the Shekhar-Gagan group, his name was announced as Nirvikalpa. However, it was discussed that Pariyar's name was removed from the recommendations of the ministers.

The four names recommended yesterday did not include the names of the two joint chief ministers. Leaders of the Shekhar-Gagan side say that Pandey, who did not get as much attention as Pariyar, became a minister due to recent developments within the group.

On Monday, when the leader Shekhar recommended the names of the group, he sent the names of Pradeep Poudel, Ramnath Adhikari, Hridayram Thani and Tejulal Chaudhary. When the names of four people were sent from the group, it was discussed again that not one of them was an official. According to one of the leaders of the establishment, after three top level leaders (Shekhar, Gagan and Dhanraj Gurung) did not want to become ministers, there was a discussion in the group that one person should be sent from the joint general minister.

'The Chief Minister spoke to Shekhar Dai to send one person from our group as an official', he says, 'then it was thought that Jeevanji's name should be given priority. Badri ji's name has been sent.'
